The properties are assigned to three separate columns in the original document: Fields, Houses and Sundries, with a number for each (see Fig 2 left). The Fields category is self-explanatory, the Houses category is not. Although the column heading specifies number of houses it is clear from the context that in some cases the number refers to individual buildings and in others to multiple occupancy of individual buildings. The Sundries column includes non-residential buildings such as shops; again, the numbers can refer to individual buildings or parts of a building.

In some cases the annual rental values and acreages are not assigned to individual occupants but are given for the whole property. This is indicated in the entries below thus: annual rental value (joint) and acreage (joint)

Occasionally more than one location is listed in an entry. In these cases the locations given below refer to the occupants listed above them in the entry.

Sometimes the name of the occupant is followed by ‘etc’. This would seem to suggest additional occupants in the property.

The date refers to the day on which the survey of these properties was carried out.

Coverage
South side of Church Street west of the present Manchester Road, properties round the churchyard, Stoneygate, Platford Dale field, east side of St John’s Weind, Mainsprit Weind and Dunkirk, Syke Hill, south side of Fishergate (and the north side beyond the barrs). Properties identified: Dog, Coffee House, White Bull, Black Bull, Flying Horse.

The poor tax assessors began their second day where they had left off the previous day, travelling into town along Church Street. The first group of properties, on the south side of Church Street from Cocker Hole (the present Manchester Road) to the parish church, included some owned and occupied by members of the town’s elite. Two of these were the homes of Nicholas Starkie esquire and Madam Pigot, both assessed for a high rental value.

Other properties in this group seem to have formed a sort of small industrial estate around the churchyard, comprising barns, stables, a wood yard and a malt mill. These properties and several of the others are shown to have been owned by Lady Peters. This was Lady Petre, who became Lady Stourton in marrying Charles Stourton in 1733 and who owned a great deal of land and properties in the town both at this time and at the time of the Lang survey in 1774. [1]

The numbers on the above figure represent the position of the various properties with varying degrees of confidence. The position of the Dog Inn and its neighbours can be determined from the present position of the pub. Others are less certain, particularly the properties listed as being in St John’s Weind on the other side of Church Street (these will be considered when the assessors reach that street).

One of the difficulties in sorting out the locations of the properties in the survey is that the assessors were not writing for our benefit. So, there is no way of knowing why they have listed two fields, one owned by Lady Petre and one owned by Widow Moss, as ref: 40: one in this area and another on the north side of town (Platford Dale, see Fig 5 below).

The Lang survey of 1774 is invaluable in plotting the location of the fields listed in the Poor Tax survey, but is not very helpful when it comes to the built-up area of the town, as can be seen from the figure on the left, especially when compared with the 1685 plan above.

Dr William Bushell was the owner of most of the properties in this section, including the coffee house on Church Street. A few doors away was the White Bull, later the Bull and Royal, and a number of expensive properties owned by Thomas Winckley. I can find no other reference to the thoroughfare named ‘Dunkirk’. Its location corresponds with the later Turk’s Head Yard and the earlier Cheetham’s Backside or Weind. The first name is found in the Preston Court Leet records from the mid-18th century and the latter in the same records in the 17th century, but there is no mention of a Dunkirk. [1] The name can be found in Leyland in the 17th-century Dunkirk Hall.

Note
Locating the properties on the west side of Mainsprit Weind is made difficult by the inclusion of properties in Churchgate. If the assessors were coming to Mainsprit Weind from the old school house as shown above then logically the next property on their list would have been the one at the bottom of the weind, which would be the one owned by the Rev Christopher Sudell. But his listing also includes a property on the south side of Churchgate. Suddell’s uncle, Roger Suddell, from whom he presumably inherited the property, was shown as owning the property at the bottom of the weind on the 1685 plan of Preston and another at the corner of the weind and Fishergate. Roger died in 1704 and in his will left money to found and fund a Blue Coat School at his stables and hay loft in Main Sprit Weind: that must be the school mentioned in Christopher Suddell’s entry below.
